人大代表严道清：规范民间借贷抵押登记

长江日报消息（记者杨文平）“全民创业，融资渠道不畅是一个重要问题。”5日江汉代表团会议上，市人大代表、湖北忠三律师事务所律师严道清建议，启动民间借贷不动产抵押登记，为中小企业、个体工商户拓宽融资渠道。
为缓解全民创业融资难，去年我市新发放小额担保贷款3亿元，是前5年的总和。严道清认为，这仍不能满足创业融资需求，特别是在当前国际金融危机蔓延的情况下，更需要开辟便捷快速的合法融资渠道。
严道清说，中国老百姓向来有存钱的习惯，民间借贷有利于启用这些民间资本，但若私下将房子等不动产直接抵押给对方借款，风险非常大。因此，由房地产等部门为民间借贷办理合法的不动产抵押登记，将有效保障融资交易安全。他建议，尽快制定《武汉市民间借贷不动产抵押登记管理办法》，明确抵押登记的不动产范围、程序、所需资料文件、登记机构等。
